The history and mission of the Belluno Model of Fishing Districts
Established on January 1, 1991, our management system represents a unique example of autonomy in Italy. Thanks to the historic efforts of local pioneers led by Fiorello Faoro and the political vision of Sergio Reolon, the stewardship of our waters was transferred from central bureaucracy directly into the hands of local anglers, empowering them to become the primary guardians of the Centro Cadore ecosystem.
The institutional insight of Sergio Reolon: As the Provincial Councilor for “Hunting and Fishing,” and later President of the Province of Belluno, Reolon was the true political architect behind the institutional framework of our Fishing Districts. He listened to the needs of the local community and translated them into the structured plan of 1991, successfully overcoming strong resistance from regional centralism to secure mountain autonomy.
A legacy of management carried forward with dedication throughout the years: from our first historic President, Armando Molinaro, to Giorgio Zandomeneghi, and continuing under the current presidency of Giuseppe Giacobbi.

Autonomy and Territorial
Direct local management is based on the principle that no one can understand and care for an alpine landscape better than the community that lives along the banks of its rivers and lakes.
Protection of the Marble Trout
Our top priority is the safeguarding of biodiversity. Through our hatchery, managed directly by our members, we have shifted from commercial fish stocking to the controlled breeding and reintroduction of native Marble Trout and Grayling.
Active Vigilance
Constant and thorough monitoring is provided by volunteer sworn guards, who are ready to intervene not only against illegal fishing but also to promptly report pollution or harmful water level fluctuations.
Culture and Sustainable Angling
Promoting high-quality nature tourism and the practice of low-impact fishing techniques. Through our dedicated “Catch & Release” and “No-Kill” zones, we foster a culture where the fish is treated as a vital biological treasure of the river rather than a mere trophy.
Every time an angler steps to the banks of our Belluno waters, they become an active participant in a legacy of respect, environmental stewardship, and self-governance that began over thirty years ago. It is a story of protecting our land that continues to be written, day by day.
